    “I asked about that. He doesn’t know,” Stout shook his head and continued. “He only dealt with people from the Leonard family and was instructed to only send people there. He didn’t need to worry about the southern region.”


    “That’s not hard to figure out!” ck Tortoise spoke in a deep voice. “For such a big incident, without the approval of theirmander, who underneath would dare to make the decision?”
