There were a lot of engineers in Russia who were fed up with low pay and poor working conditions. On the surface, they seemed to show great loyalty to the nation, but many of them were critical of the system and eager to get out of it at the earliest opportunity if it presented itself.
Building an aircraft would not be all that difficult if the Russian engineers’ knowledge and skills about it were top notch.
